We ended up with 15 tropical storms, 9 of which formed into hurricanes...which is a very high number of storms. There's a theory about this called "El Nino Modoki", but I won't go into it - just use google if you're interested.

There was a mild ENSO in 2006. I doubt most people even noticed. I think the past 8/10 years most areas have reported below average rainfall for the west. I think it was the 87 El Nino brought very rare conditions to So Cal that produced an F3 Tornado.
