It looks like there has been a study raising some very serious questions about marine safety. And this study has NOT been released to the public, so there has been NO opportunity for the public to even know about it, let alone provide their comments and input.
So it sounds like all he wants to do is disclose a vital piece of info to relevant stakeholders and give them 60 days to weigh in. So far for your finance 101 :)

- christall109, on 12/14/2008, -0/+2As a Cape Cod resident myself, the Cape Wind Project does not have an "over welling" support support amongst my fellow Cape Cod residents. (Probably the 13% of the people that voted No in MA) I've lived on Cape Cod all my life and we are a place where our economy is based heavily on tourism. Since the tourist come to enjoy our Cape Cod beaches and visit the historical Martha's Vineyard Sound (where the proposed location of the project is proposed) there can be no doubt that this will impact the Cape's economy.
Additionally, the comments made about Senator Kennedy's ocean view being interrupted are false since he lives on the Bay side of the Cape. NOT over looking the proposed project area. - TheGuruStud, on 12/14/2008, -2/+4Congressmen = criminals

Jumping to the most treacherous of explanations for everything do nothing but contribute to cynicism and distrust in our society. Try to assume good faith first, you'll be much less miserable.
- BrandonEagan, on 12/14/2008, -0/+2It sounds like the Massachusetts public has had plenty of time to weigh in about their feelings, but the people who might have their ships sunk quite literally by the project haven't been granted the same opportunity.
If I'm not mistaken, federal law requires administrative agencies to provide formal notice and public comment on issues like these. Expecting people to follow local stories in Massachusetts and preemptively weight in doesn't count. so can't be that big a problem - inactive, on 12/14/2008, -1/+3Well if he's justified I can understand, as far as I know the only major impact I've heard of wind farms having on the ecosystem is bat hearts exploding due to the change in air pressure around them. I dunno if they find nothing, I can say this guy is a big waste of time, let's see what's up but I sure hope there aren't any further delays. What better way to acquire energy than from something that's always constantly at motion, be it wind, waves, or solar, we should have though of this along time ago and delays are just really something we don't wanna hear.

Not because it's a waste of government funds but because it might interfere with their ocean-view on a clear day.

The Coast Guard has not yet received the full results of a study that raises questions about marine safety, and the public hasn't seen any of it. So he asks the agency he oversees to "please make sure you do your job! Get the results of the study. And make them public so that people can comment on them!"
It's a sad day in America when a congressman gets slandered and attacked for trying to increase government diligence, transparency, and accountability. And if you do a little digging, you find out that the Coast Guard has done a study finding serious problems with marine radar, navigation, and safety. But that study has been so far kept secret, so no time for public comment...
It turns out that everyone has been so obsessed about saving the world or saving aesthetics that no one forgot to figure out if a giant wind farm will be a magnet for oil tankers or if it will block the ability of marine radar to prevent one ship from running into another. Don't take my comments as anti-renewable energy. I'm all for renewable energy, just not in a place that will cause an economic backlash to the location's economy. It's like putting a wind farm in Yellowstone National Park. People go there to see the natural beauty and hunt, not gaze at 2 story tall windmills that scare away the animals.
Not to mention that this is lead by a private company. And when a big hurricane finally hits Cape Cod, all the windmills will be damaged and I can see the company going bankrupt trying to fix them, then whose left to bail them out?
