The famers almanac uses meteorologic data from Russia to predict our winters with 80% accuracy. This could end up effecting our weather if they continue to do it.

You can use dry ice or liquid nitrogen or any cryogenic gas.
Clouds are water vapor but even at -20 they might not freeze - causing rain. Seeding only has to make a handful of them freeze and it produces a chain reaction causing more and more water droplets to freeze and simply fall out of the sky. Simple stuff...

She said the most disconcerting thing about the snowstorm, that its a policy for the Chinese Government to not turn on gas (heat) until December 1st. Everyone was very cold apparently.
