The Government should give people interest free loans to to get solar panels on there roofs. The min payment to repay the loan should be the same price they currently pay for there current electric bill. Think about how much less oil American would use if ever roof has solar panels on it.

When they built the pump stations and main buildings along the pipeline, they dug out the ground. The lined the ground with thick rubber then filled it back in. When a spill occurs, they can remove the gravel, collect the oil, the replace the gravel. No to minimal environmental impact.

It is a federal program and will need a ***** wooden stake to put to death! The feds pick the winners and losers based on the good ol' boy network and pay to play. Let the markets decide and we will see dramatic innovation. The biggest thing we need to put solar, wind and other alternative energy sources into the lives of every American is low prices. Only the free market provides that.
If, you look at education, you can see what government involvement creates, costs that makes inflation look tame. Why? The IT revolution cut costs in every industry imaginable, yet education costs skyrocket. It seems crazy that the industry of information transfer cannot lower costs with information technology.
The result is not surprising when you understand that when you sprinkle money around the consumers stop checking the prices. That drives up prices. The simple fact that the average Joe is not a millionaire is the source of innovation that created the middle class. Henry Ford did not accept selling 2 cars to Detroit's elite. He chose to make an affordable care for everyone.
Getting back to energy, tax credits or subsidies will not lower prices. They will lock in the high profitable prices for the elite. When companies must compete for the common man's dollar, they know only value will win the day. Turns out, the warmth from the pipeline and the lack of hunting allowed around it has provided a very nice population boom for caribou.
