This is the equivalent to outsourcing your pollution. What we should learn from this is that global warming does not respect political boundaries; we are all fish in different parts of a bowl.

The Western world has been industrializing and polluting for the past 100 years. No Western nation paid a carbon tax during our industrial revolution. Most of the green house gases in the air are from the Western world's emissions. The so called 'stock' of emissions.
Even Europe which seems to be pushing for this, what price did they pay for their past pollution? None. Until they ante up money for their stock of pollution, they don't have a moral ground to stand on.
Frankly, in China's interest, improving the quality of life of its people exceeds its global warming commitments. Most of which are not its fault. Frankly, the Chinese are already doing a lot in terms of wind power and reduing emissions. North-american countries just keep buying useless $1 crap and make asian countries use their outdated facilities that pollute more instead of helping them modernize. It's in one of the most agriculturally productive areas in the world, and it's fairly rural. The pollution comes from Los Angeles and San Francisco.
My son went to college there for a couple of years, and I've driven through the area 100s of times. I've never seen a clear day there. My son lived in a mountainous area that could command some striking views of nearby mountains, and the San Joaquin Valley floor, but the air is always thick with pollution.
Having said all that, California is the most progressive state when it comes to setting emission standards. California sets the bar, and the rest of the states and world follows. Citation for that can be found in Wiki under emissions standards. All that emissions equipment you see on you vehicle got its start with California mandates.
Auto manufacturers often have to jump through some extra hoops so they can sell their products in California. They've even gone so far as to ban the sale of many products with 2 stroke engines, including off road vehicles, personal watercraft, and landscape maintenance tools. Ca was the first place in the world to require vapor recovery equipment on gas nozzles at gas stations.
Most of the world, and most states still don't require this equipment. Ca now requires pressure testing of automobile gas tanks to make sure there are no leaks in the automobiles gas tank vapor recovery system. A lot of people are not passing their smog tests, and are quite surprised they have to take their car to a mechanic to get it repaired. - waydee, on 09/06/2008, -1/+4Thanks for that kreatre2007. There have been studies that have proven that particulates released in the air are masking the effects of global warming. e85, hydrogen, bio diesel ... etc have done little to reduce emissions because they are barely used. BUT California is still cleaner than it should be, thanks to the strict emissions. no one can use mass transit here, unless your in a big city thats dense like downtown LA or San Francisco.. San diego's mass transit, and city as a whole.. is made for driving individual cars.. thats why I hate california, the whole country side was expanded upon so that we could drive everywhere more..
mass transit money is a waste of time/energy/resources, when no one uses it... - cygnus2112, on 09/06/2008, -0/+1From all the reports I've read, the amount of money put into regulation and the extra expense of creating boutique fuels during refining is actually not doing squat to curb emissions and making refining more ridiculous and raising gas prices.
The money could have been invested in smarter ways, like mass transit, that would have had a better overall impact on emission reduction.
Think about it - Northeast US has the most condensed population with a better transit system. Climate is defined as being an observation of temperature and meteorological observations over time - like 30 years. Volcanic eruptions release great amounts of ash and dust, which can be likened to soot and other particulate pollution released by unregulated industry.

Greenhouse gases are believed responsible for increasing the atmospheric temperature but I clearly remember a scientist who found that the pollution from volcanic eruption decreased the temperature of the atmosphere by two degrees around the world. Can someone clarify this article for me?
