This works to the advantage of the blind, and also makes counterfeiting a bit harder.

The reason is because that the money is not yours, but really an elaborate IOU - check the "I Promise to pay the Bearer on demand the sum of Twenty Pounds". This is an IOU by the bank of England, meaning that you can walk into the London office and demand twenty pounds worth of gold. Of course, if you try making money from this (buying at lower rate then selling at high) the bank doesn't have to buy it back off you, meaning that this option is unavailable.
