From the looks of it... the officer started head butting the driver as soon as he got in the cab, I'm not sure how the "Negotiating" went because they cut the the driver jumping out of the vehicle but I have a hunch this is how it went down...

Driver: "Wtf how did you get in here?"
Officer: "through that huge hole we blasted in your rear window"
Driver: "oh ok"
Officer: "Well I'm here to negotiate with you"

The fact that the guy jumped to the car is amazing... thats a pretty ballsy guy... something tells me that the guys doing the boarding of the vehicle weren't cops... probably rival mafia... or probably fake... cool either way.

If you ran down the street with a gun pointing it at cars, they would shoot you without thinking about it. A car is just as much a deadly weapon as a gun when driven this way, even more so really.
There would be a lot less deadly car chases if we began to see news headlines like "Maniac, armed with a SUV, was shot to death today by police". -
