The real problem is that financial responsibility for police misconduct does not come from the salaries of the police --- the rare payouts to the victims of police brutality come directly from the taxpayers. On the other hand, medical expenses and lost time incurred by police for on-the-job injuries come from the police operating budget --- which leaves less money available for police salaries and pensions. Police, therefore, have a financial incentive to avoid old fashioned hands-on police work and to favor procedures which keep police at a "safe" distance from the citizens they are trained to perceive as violent, hostile and uncooperative. - surdelmundo, on 11/06/2009, -6/+8Outstanding article. The police in the USA did not used to act this way. But the training and motivation, the entire mind-set that has been forced on Police departments by the Dept of Homeland Security has changed our local police. They feel they have the right to terrorize anyone, and they do.
