A human riding a bike is the most efficient means of transportation short of maybe using sails and that's tough to do what with upright structures like buildings and trees all over the place.
An internal combustion engine sheds most of its energy as heat and a two ton car is a lot of mass to be accelerating. The same number of calories used for one gallon of gasoline is around 900 miles to the gallon if it were pedaled on a bike.

That solar bike would be a real pain in even moderate wind, and the panels would get scratched to hell on any trail. Probably not the smartest design.

The amount of fuel needed to supply the food/calories for riding a bike around was more that it would take to drive the distance.
