By keeping it simple, with no frills, and never updating the style, they've stayed true to that.

I would also like it if they charged and required me to fill out a 32 page form before contacting or posting on the site... New designers have a tendency to completely redesign a site and ignore some of its more endearing features. The approach here is the right approach, CraigsList has useability issues but its style and popularity must be considered in any redesign.
