The first word "Letchik" means "pilot" and im assuming that "Leha" is a misspelling of "Lesha" which is a common first name in Russia (actually it is probably a nickname for Alexander or Alexei)

Many private planes operate without radios; though admittedly I don't know the regulations for doing so (e.g., possible altitude restrictions).
