What is Web 2.0? It certainly isn't a wave of graphic design styles. It's a way that web developers use existing technologies in order to make the web much more useful by building web applications -- stuff like DropSend, for example. Take away all the pretty effects and stupid, cliche "BETA" badges from any site that meets the aforementioned criteria and you'll still have yourself a useful application.
