The sun IS facing directly onto the billboard. Look at the fence right in the foreground. There is no shadow from the fence post over the top of the fence, thus the sun is to the viewer's back. All of the shadows that you do see going downward in the image (the shadow across the top of the right billboard, the metal link fencing, the vegetation in the background) are not stretching out very far in the image, so the sun isn't directly overhead. There's no way those lights could cast a shadow onto the billboard with the sun in this position.

I want to say it was Lucozade, but I'm probably wrong. I thought THAT was innovative - in comparison, this is just mildly amusing.
