And this could go either way, but a more authetic could probably be made by making wider, more transparent scanlines, and blurring them slightly.

Not for Photoshop, but for a low-budget DV greenscreening program Chromanator (Plus it'll work for video with out frame by frame editing)

Check out *effectv* (http://effectv.sourceforge.net/ or http://pbx.mine.nu/effectv/ for the windows port and directshow filter). The program has several filters the one you'll be interested in is HolographicTV (screenshot at http://effectv.sourceforge.net/holo.html). Works by creating a virtual blue screen, anything that appears different to the intial shot taken by the webcam has the starwars hologram effect applied.
