Clearly he is far more skilled than most graffiti artists, because you don't see carefully composed, accurately proportioned images of this nature in graffiti. If you can show any examples of train station tags that approximate Banksy's work, I invite you to post a link. You can't, because there isn't any.
In a lot of cases, such as this one, he's INVITED to put his work on walls, so your whining about illegality is moot. It's not vandalism if it is commissioned.

Every major art movement has started as outsider art and been initially condemned as anything but art by morons who cling to outdated ideas, viz Impressionism. Banksy's work clearly demonstrates technical skill, insight, and artistic ability. It's art. It's location is irrelevant, or, some would say, an integral part of the artform.

Charlie Brooker is a *****' idiot. He used to write for a kids comic, and game reviews for a PC magazine, where he relied upon readers' submissions to bulk up his articles. In the Guardian he once made a joke about G W Bush being assassinated, and whined about it when people complained. He is also, most notably, a failed artist, and that is probably why he doesn't like Banksy's work - pure envy.

The BBC and all the other non-US media outlets use the phrase "Israeli settlements" while all you hear in most US ones is "Israeli neighborhoods".
