Yes, Chinese Characters are used as Japanese Kanji, but its almost impossible to write a coherent thought without some form of Kana (non-chinese charachters which look very different than Kanji).

Judging by the elevator mirror sign and the clothing of the kids as well as the elevator design, I must say it's in Taiwan. It is most likely (99%) in a college campus, a project done by communication/journalism student. (Apparently in that school those two majors are one single major.)
Translation for the elevator post:
WARNING: Motorcycles are not allowed into elevator. Close Circuit Television is monitoring. Violator will be prosecuted.
Note: motorcycles in Taiwan are mostly scooters. Most students use them.
/I lived in Taiwan for 15 years and Japan for several month.

The first row says "caution!" which is the same in Japanese or Chinese, but the characters in the second row says something like "Human Meat Battle Car" which amounts to "Human Tanks" and no, I don't know what the heck it means.
The Chinese character for "battle" is a little different from the one that is used in Japan, so I am sure it is Chinese.

Furthermore several people below have identified this as being in Taiwan. I've been studying Japanese for years and am even studying abroad in Japan RIGHT NOW -- I know that there is no kana in this picture. It is all Chinese lettering, as it should be, since its from TAIWAN!
