If other people haven't seen it before they digg it up. Then, when it has enough diggs after being run through the almighty algorithm it gets to the front page. Often, posts that some have seen on the intertubes, others have not, and so the remaining people find it nice that things get posted a second time so they can enjoy the content as well!
