I don't believe it will ever happen. Safe and fast egress isn't possible. They can fill up the top but in an emergency they could never get that larger number of people down fast enough.

Is it just me or from the images do it not look like they just want to turn it upside down. then people can visit the top floor easily (cos its at the bottom) and people that want the view have a lot of space at the top!

The Eiffel Tower was to be sold as scrap right after it was built. There is no way this can be true because it's amazing the crappy structure has remained standing all these years.

France is a beautiful country. It's only flaw is that it's filled with Frenchmen.

This is ***** stupid. The whole point when you're there is to go to the top and look down upon Paris. This weems like it would seriously obstruct your view. Why dont they put the hat actually on the top?

While a stupid idea, it's also mis-represented.
It appears to say that people can't go to the top (which they can). You can't take the stairs to the top however, they require you take the elevator from the mid-level.
