3. Can make your own design without templates.

Art for arts sake is one thing entirely apart from art to convey a message.

Worst advice ever. While I share your disdain of IE, and hate the fact that it mangles my carefully crafted CSS, I understand that the majority of the people on the internet use the default browser that came with their machines. Since most computers come with Windows, that means IE. So unless you want the majority of your users to visit a site that is just "reasonable" and not exactly what it should be, you should absolutely make sure it renders properly in IE.
Now, depending on your audience, you may be lucky and not have to worry about IE. Tech sites and the such have a much higher percentage of the audience using a more standards-compliant browser. But for most companies' public sites, the significant majority of visitors use IE7. Hell, on our public site, IE6 has almost an equal share to Firefox. - insertAliasHere, on 06/15/2009, -0/+6Flash ads are an absolute must. Preferably ones that shout that you've won a free iPod.

My point is that it better look like what you want it to in IE, not just "reasonable," since the way it looks and works in IE is the way that the majority of your audience is going to experience your site.

I'll use the same example: pink text on red backgrounds may be "creative" in that it doesn't follow any established principles, but it's painful to read, and nobody would want to visit your site.
Show me to an example of creative web design and I'll point out all the principles of design they followed. Even if they didn't do it knowingly, they did it instinctively. These rules don't make good design; observation of good design made the rules. It's idealistic to say that design isn't bound by rules, it makes it sound so artistic. Web design, for the most part, is all about presenting some kind of content in a visually pleasant way, while maintaining utility and ergonomics.
There are a set of rules that tend to make good design. It's not that design is so much bound by these rules, as that these rules have been observed from what we do consider good design, and explained in a way that others can follow them.
There is such thing as bad design. For example: pink text on a red background. Nobody could call that good design. Contrast is a "rule" because it naturally makes things more readable and more visually appealing, not because someone arbitrarily decided it is a rule.
