Ron Paul, was a Republican Party nomination to run for President of the United States earlier this year, but was drowned out by the media. He is a long standing Internet Meme where his policies and the man himself have been rather skewered into some kind of political He-Man (in an ironic way), this runs over into the comic where the rest is all made up for comedic effect.
