They still have to pick, high or low, just if you are first, you have to make then want to pick higher or lower. So in the above scenario if person one bid $2000, person two bid $2001, and person three bid $1999, and the item was $1998, then person four who only bid $1 wins.
Because as they always so, the person with the closest bid WITHOUT going over wins.
