@madman - These large vessels are lousy at low speed maneuvering, they need a minimum amount of water rushing past the rudder in order to be able to control the ship, what might look fast to you and I could well be close to that ship's minimum maneuverable speed.

"total constructive loss" oh my that would be very expensive along with damage to the bridge and cost regarding delays to traffic etc. It's clearly the bridge operators fault, that ship is very long 75% of it was already past it before it got hit by the bridge and the report proves it. "we waited like half an hour and the tender wouldnt put it up so i tried to see if we fit!"
also boats don't have breaks but any boat over like 20 feet usually has reverse. unlike a car, you can slam a boat into reverse at nearly any speed. the only concern is that you don't go from like 10k rpms forward to 5k rpms reverse nearly instantly because that tends to strip your tranny.

and the wikipedia definition of "Cargo Ship", this was a very small cargo ship -- appearantly the smallest class of cargo ship: "Small Handy size". Note also that it was a pretty old boat -- the newest parts of it were about 30, while the oldest were about 45.
Man, if you read that report, the bridge operator had already worked 24 hours over the last two days, was on his day off, was on pain killers, and had downed a few glasses of wine before his supervisor called him in for overtime.
