While most would laugh at this proposal, one of the intents of HTML is to provide semantic meaning to content. When the intent of an author is for the meaning of their content to be the opposite of the literal meaning, it can be useful for computers (and people) to know this - and thus understand the true meaning of the author. In voice communication, sarcasm is indicated with a subtle voice intonation and delivery that is slightly different. Why not create a computer-readable version of this intonation? Sort of like how a question mark stands for the upward lilting of the voice in written communication?
On the other hand, sarcasm is often intended as a sort of test - to see how perceptive the listener is to the true intent of the author. By explicitly stating that you are saying something in sarcasm, you are ruining that aspect of it.
In the end though - sarcasm should of course be indicated in written form the way it always has been. The burden is upon the author to craft their words in such a way so that their humor is evident, and not misunderstood.
