It's unlikely we'll ever let it drop below that level, because that would be like announcing that we're letting our guard down. On the other hand we don't want people to start panicking, so we'll also rarely ever raise the alert level. So yellow we shall stay. And an alert scale that always says the same thing says precisely nothing.
