If you're not with a bunch of l33t hax0rz, awesome things happen all the time - I know a few people who tracked certain people connecting to the server, and they did mention when they were coming on, though rarely did the ENTIRE CHANNEL go away. (Actually, I never think the entire channel went away - we just did not like that guy... He was the admin :P)

Created in 1988, and we're still using it much the same way today! Not many other chat protocols since have been so open and so widely implemented both in terms of servers and clients.
