At least in Baltimore, it's about wealthy real estate developers(aided by the city and eminent domain) deciding a working class (usually white, don't want them pesky colored folks about) neighborhood is undervalued, then deciding to buy it all and price the locals out. It's dirty pool. The local government helps the real developers. Wages haven't gone up much past inflation in the last 10 years but rent has tripled everywhere?(granted I'm not factoring inflation in to rent costs but still..) There aren't triple the people in the city. Last time I checked the city is still losing population.

Living in Chicago, I did get a kick out of the Wicker Park bit. People always complain about how "it used to be way better before the yuppies moved in" and all.
