For instance, when Blade runner was made the resolution of a printed photograph was much better than any of the scanning and display technology available. So, convoluted as it may seem, they weren't pulling pixels out of thin air but off of the photograph itself and what they were really manipulating with the commands was the manner in which it was displayed. Also, though you can't pull pixels out of thin air, you can see details you might otherwise miss by manipulating images. So the word "enhance" might be used to make the exposition more accessible to people who might not understand what "adjusting the white balance" or "inverting cyan and magenta" or "anti-aliasing" or even "sharpening and increasing contrast ratio" mean. Think of "enhance" as the "I'm feeling lucky" button in Picasa. I agree with you that many shows take advantage of the average person's technologic ignorance to create expositional moments that make people with IQs above 100 cringe (CSI, I'm looking in your direction) but some attention must be payed to the fact that they don't have time to explain every detail and if they did it'd be boring so they have to distill it down to a level than can be understood and absorbed quickly so they can get back to the explosions, guns, and inappropriate romantic subplots.
