The stream culvert was under designed for the 100 year storm. In the past 30 years the 100 year storm maximum has changed drastically, forcing many engineers to redesign bridges and culverts for surface drainage to match the new changing standard. The same amount of rain falls annually (for the most part) but it falls more ferociously.
The IDF (intensity duration frequency) graphs that are used to design bridges and culverts for surface drainage have been the same since the early 1940's. It has only been since 1990 that revisions were needed because the 100 year storm rainfall was occurring once a year causing a lot of damage to roadways. There has been a major push in a lot of areas to prevent this from happening. A hundred year storm is more affected by intensity of the rainfall, as compared to duration or frequency. That being said, the longer the intense rainfall occurs, the more damage it can do.
What you see in the video is a drainage culvert well over its peak limit. Generally, culverts are not even supposed to flow full. There is always supposed to be an airspace in the top of the culvert. When the culvert becomes overloaded and the airspace disappears, the only thing water can to is increase in volume/velocity. When this occurs, the water at the entrance begins to (forgets the technical term) and starts to cause massive tearing forces just outside of the culvert (cyclonic water action). On top of this, the higher the water becomes on the inlet side, the higher the velocity and flow become, increasing damage via (same technical term).
When this begins to happen, the water tears away at the class B or C sub-grade material that was compacted around the culvert. This material looses its fines and becomes porous. Water then begins flow through the rock that remains from this sub-grade. When this happens, the rock acts more like a glass full of wet ball bearings. That material then slides out from around the culvert.
The rest is self-explanatory. Water washes everything outside the culvert. The culvert is then sitting in a newly formed river. The asphalt has no (very little) tensile strength and fails. When it falls on the culvert, it shakes the culvert from its original resting place. As more hits it, the vibrations shake the culvert out more, eventually making it catch the water at a perpendicular direction, thus lifting it to the surface.
