But, considering the reaction of the base and acid in Mentos and the Diet Coke, I assume that once the solution hits the ground, it probably has balanced itself out (back to neutral 7). This is mostly conjecture.

Mentos and Diet Coke don't react in an acid + base sort of way (a la baking soda and vinegar). Mentos has a very rough surface that pulls the dissolved CO2 out of Diet Coke at an extremely accelerated rate causing rapid expansion. Just one Mentos in a can of Diet coke makes for something surprisingly minty considering the quantity. Or maybe that was the battery acid they use as a sweetener burning my taste buds...?
