BRM [Business Reply Mail] may not be used for any purpose other than that intended by the permit holder, even when postage is affixed. IN CASES WHERE A BRM CARD OR LETTER IS USED IMPROPERLY AS A LABEL, THE USPS TREATS THE ITEM AS WASTE."

The USPS will simply throw out any materials when a business reply card is "improperly used as a label", such as affixed to a brick. 1. Lots of people have done this. The Straight Dope column (linked above) was written in 1984 and says it wasn't a new idea even then.
2. The Post Office throws the item away instead of attempting to deliver it. The company you're trying to get back at never sees it and doesn't have to pay any delivery fees..

You're basically committing a theft of service, and they don't take that sort of thing lightly.

It actually just creates more work for postal workers, because they have to dispose of all the junk people shove in a mailbox, and they don't get the postage revenue from the reply card when they throw it away.
