And electing the people that elect (and in theory could dismiss) and the guy who can override either branch (read:"the theocracy")... And having historically had relatively calm, violence-free elections with substantial transitions of power... Other than those things, they are nothing like a democracy, and definitely not enough of one for Jon's point, that they have a stronger democracy than others in the region like Syria, and Saudi Arabia to sadly ring true...

Heck with that kind of crap its no surprise they are developing weapons sufficient to prevent a States lead invasion.
