Racism = Belief that one's race is superior to others.
What they did was exaggerate a stereotype. Now, for all I know they could be prejudiced but I doubt they believe Chinese people all look like that, it was probably just a joke to go in costume as what is basically the silliest Chinese stereotype there is. Unless you're of the belief that your race (or technically, any race) is superior to other races, you are not a racist.
Sorry, but I'm so sick of people getting this wrong.
For references sake, let's break it down:
Stereotype - A view established because of a percieved idea that members of a certain race act or look a certain way (Jews with big noses, Brittish people with bad teeth, French having great sex all the time, and black people eating chicken)
Prejudice - Belief that all or most members of a given race, belief, etc act or look a certain way. To be prejudiced you have to believe the stereotypes are all completely true. A typical example would be a store owner paying all his attention to a black customer to make sure he doesn't steal anything.
Racism - Belief that other races are inferior or that one's race is superior. Yes, you can be a racist if you're white and think Blacks are better at something than you too. It doesn't always have to be in favor of the racist's race. - Goner, on 10/12/2007, -0/+4looks like it's just an ID

It actually was pretty offensive. It's amazing how the first poster got dugg down for generalizing DMV workers as lazy and stupid and someone else got dugg down for suggesting them go in a burkah. i'm completely not easily offended, but the asian outfit kinda bothers me. It seems to me that Borat can get away with all the fake anti-semetic humor because Sacha Baron Cohen is secrety Jewish, an Oxford educated Jew on top of it. But these guys... it just feels like they're being racist.
I don't think it's necessarily that you need to be Jewish to do anti-semetic humor or asian to do asian humor, it's just that they didn't spin it off, change it, defuse the racist stereotype in any way. They just reproduced it. There's a difference there, and I think it's important.

They only show the license in close up straight on, not with a side view which could prove that there was no tampering going on. -
