    I think what's supposed to be funny is that all he has is a sign that says costume fail, i.e. he failed to dress up. but by having a unique idea (i.e. the sign around his neck acknowledging he fails) it's actually a win as it's supposedly a good idea.

    hence, it's a win fail?
