If you knew how to track an IP address you'd probably already have the tools available, and they'd probably be mostly command line tools.
GUI stands for graphical user interface. It's similar to asking a store clerk, "How much does this picture frame cost?" and he says "I'll go whip up a painting and install it". It is both a lot of work and gets you no closer to your goal.
Visual Basic - well, that's like the cop's saying "we know where the killer lives, lets roll out!" and then they take off on big wheels. It probably wouldn't be the language of choice outside of some corporation that needs to create a data-entry application to sit in front of a database.
