In the sense that he didn't stand up to outside forces and influences, and that his intellect isn't big enough to grasp the ethical and causal implications of his actions, yes, he is the cause. But, really, there are many more influencial characters in this battle. There are plenty of people in Congress who should have stood up to this mess. There are many American citizens who should have forced Bush (through votes, letters, protests) to quit his insane positions and forge new ones. It isn't just Bush. Blaming him for everything wrong with the country (albeit, he's not an admirable man or a stunning leader) is an easy way out. There are just so many others who didn't take charge of what they had control over.

Honestly, just because I voted for him doesn't mean I believe he will magically fix everything at all. The point for many of us is that we have faith he will do a lot better than Bush, and we thought he would do much better than McCain or god forbid Palin after McCain Kicked the bucket.
Will I be surprised when bad ***** happens during the next year? No. Do I think he'll be able to handle the negative better than others will? Maybe.

I dislike Bush,but the face it the president does not have the power to continually keep a war going, other approved the budget, generals ordered the troop movement, etc. so while he gets to take the heat for all these decisions, the fact that you believe a single man has so much power makes you an idiot.
If the president decided to say "Bomb Sweeden" do you really think it wouldd happen? absolutely not. Everyone who disagreed would say "youre nuts" and it wouldnt happen. So for a war to go on, others had their reasons as well, and you need to blame those responsible.
