However you have to take into consideration what ISPs would be doing during an outbreak, would the government effectively stop all civilian use of the internet? Would they do their best to keep it running to both search for survivors and log those claiming to have been infected/geographical research? Radio would be your best bet for communication in the long run, but you better have batteries for when the power goes out.
