Dumb people that decide to smoke pot, sit and watch TV. So when the masses smoke, the masses are content doing nothing.
Smart people who smoke pot think deeply and see new ways to do things. When added to intelligence, pot sparks their creativity.

Also, Harry J. was in charge of enforcing the alcohol prohibition laws, and grabbed onto the devil's weed in order to keep himself and his men employed after that policy's utter failure.
The first federal law was passed with no scientific examination or input from the medical community... based almost completely on fabricated news stories and the testimony of a man with a lot to loose if he didn't have new prohibition laws to enforce.
Ya, it's perplexing, but that is a pretty short summery of the why.

What about the stereotypes like black people being theives, or italians being gangmembers, or Jews being greedy? I think it goes on to prove its affects depend on the person using it. It brings out sides of people, but does not create them. If you're artistic, pot can expand your creativity. If you're super logical, it will expand upon that in your mind. If you're insecure, it will expand upon that and make you scared and paranoid as *****. The across the board standard that I've witnessed is it brings out the humanity in you a little more.. makes you more susceptible to the simple beauty in life and it CAN cloud up your mind and make you lose focus, so some people just go with it and veg out and enjoy feeling funny. My point is that it totally depends on the person using it. judging from the stereotype, it seems like most people are lazy stoners who sit in bean bag chairs watching The Matrix. But that's what makes stereotypes stereotypes.

It is one of the most profitable and growing illicit industries in the world, and we are wasting resources that could be used to fight this.
I do not condone meth, heroine, cocaine and prescription drug abuse, but I do believe that they are as much PUBLIC HEALTH concerns as cannabis (if not moreso), and the problems we have from them are not going to fixed by making it a CRIMINAL JUSTICE issue.
As the Shafer commission points out, among other scientifically minded analysis, making these criminal justice issues only encourage crime, and dismantles the public's respect for the rule of law in general.

Whether innate or not, it is 'their' creativity.
