If it was a separate event it would be held under better conditions and they'd charge a fortune for tickets. It's associated with the inauguration.

My roommate works for the military (in DC) as a communications tech specialist and will be working several events at the inauguration. He said they're expecting 2-3 million people and are trying to prepare for 5 million. They're apparently having a decent amount of problems with strengthening the infrastructure to handle that large of a group. Security and facilities for everyone are two of the biggest. DC's main gathering areas really weren't designed to handle that massive of a crowd (main gathering areas, not the city itself). And with all of the roads being closed down, the metro is going to be insane.
Even before they planned all of the concerts it was destined to be a colossal mess, simply because of the amount of people expected to be present (most hotels anywhere near DC are booked solid and tons of people have rented out rooms in their homes just for the week for a small fortune, in addition to everyone who lives close enough already). Being "near by" doesn't mean as far away from the actual inauguration as you might think. There are so many events going on (check it out: http://www.inauguration.dc.gov/index.asp) with the official events, the parade, the concerts, the balls, and everything else, that being "near by" will probably mean within a few blocks - with so many people that might not make a big difference.
As far as being a circus, I guess it depends on how you define that, and to which events you're referring. It's going to be a media frenzy. There are going to be tons of celebrities and millions of people. Most people in attendance will probably be expecting a crazy celebration, not just some solemn swearing in of the new president. Tickets for most events are already gone (though free in many cases, nearly every event requires a ticket for security purposes). I've heard it's assumed that many people might not even be aware of the need to have a ticket to get in to events, so who knows what they'll be doing when they find out that they can't get in. So some events might be calm, quiet, etc., but you can almost bet that many of them will be "circuses."
P.S. - This long-ass comment wasn't intended entirely to argue with your "circus" comment haha I just thought that some people might be interested to learn what the situation is most likely going to be.
