Assuming she gets a room of her own, that means that there would have to be 4-5 kids in each room. If she were to share her room with some of her kids, the number is still 3-4 kids to a room. Those had better be some big bedrooms. Unless she's going to convert an office or den into another bedroom, which is a possibility. Still, it's California, and she'll have to get permits to do that stuff. To make it worse, according to Google the maximum allowed people per room in some cities of Cali is 3, so she's really stretching it.

So, going by those standards, she could only have 9 people in that house, unless she converted some rooms to bedroom. Those new bedrooms would have to follow the standard that bedrooms have to be off a hallway and that people do not have to go through the room to access another one.
