We have small children (probably 3 and under) running around naked in the park all the time here in Japan, and no one could care less about that (cue pedobear). But, when an adult has had too much to drink and is naked in a park at 3 AM, we arrest him for public indecency. Note that the park was technically closed during this time, nobody was in the park, hell nobody even saw him. The only reason the police showed up is because he was yelling and someone heard that and called the cops.
There is absolutely no reason to arrest Mr. Kusanagi in this situation and publicly humiliate him even more than he would have been if one or two people saw him in that park that night. His image has been tarnished, and he has already lost several commercial contracts as far as I'm hearing. The cops could have gotten him up, got his clothes on and held him at the station until he sobered up and sent him on his way. Mr. Kusanagi did nothing to harm anyone else, and now the only person being harmed is him himself.

Interesting. - Po0py, on 04/23/2009, -0/+7Actually the Japanese are really into having their public figures behave appropriatly at all times. There have been huge scandals in Japan. Kimi Koda (j-pop singer) had to apologize publically after she offended loads of pregnant women, somehow. (She said she beleived in some old wives tale about it being healthier to have babies before 30, or something). It blew up. She had to dissapear for six months and go on tv, cry, and say sorry.
