It was said in relation to the laissez-faire capitalist attitude that resulted in the milk scandal and shoddy products ie. TV blowing up. No idea why though the article equates his comment to anything about democracy but a few years back he did call Taiwan's pro-independence President a joke.

Think about population control- China has done what it can to reduce or at least stableize its population by limiting the number of children a couple can have. Would this methodology fly in a Democracy? No. It must become law, it must be forced and enforced.
The problems that arise from this population control are probably less than the population explosion if this was left unchecked.

For example, democracy gives us a false sense of the greatness that we really have with freedom. Look at the whole thing with Bush and even the 9/11 conspiracies.Most of us think we are "fine" because we have our freedom when in fact we are not.
Although I mutually agree that I'd rather live in North American any day than in China, but different people and different cultures have different needs. China has 1/5 the world's population, there is ethnic strife between the 56 different peoples in the country. For 1.3 billion people to work together towards a common goal (prosperity, happiness, harmonious society), there needs to be a strong government who has the power to will everyone towards this goal by whatever means necessary.
The concept is like the philosopher king which Plato talks about. I have to agree with the notion, since if you put a democracy in China, it'll be sheer pandemonium. The government which gets a lot of ***** from the West has pulled 500 MILLION people (more people than North America) out of poverty in the last 20 years, just think about that.
Btw, he probably said "guan li" or "Kong Zhi" in Chinese, which has a different meaning than "Control". Control sounds very authoritarian when his original quote likely meants "Chinese people need GUIDANCE". The only reason it's been kept a single state entity is because it was forced together by a powerful state level authority. Before it was a bunch of smaller nations all fighting each other and vying for control.
I'm not going to disagree or agree with him, but if China were to get complete freedom, then it would literally be a massive social experiment that would involve over a billion people. And if that experiment turns poorly... well let's just say it won't end pretty.
I say China first needs to lower its population first to a more reasonable size before it can actually start moving towards a democracy. Let's face it, a billion people will not get along peacefully if someone isn't there to force them to do it. And Chinese people are known for being very bickering and what not. Think about it. China has a restriction on births, in a free society its permissable to pump out as many babies as you like, right? Imagine fifty or a hundred years down the road when the planet is overpopulated and everyone is fighting tooth, nail and claw over a box of cornflakes. That's not freedom, that's madness. Think if the entire world was "controlled", equal amount of resources for everyone, guaranteed jobs, equal distribution of wealth or a cap on salaries. It would erase a lot of problems including hunger, poverty, overpopulation, contribute to less crime and fewer obese people. Corporations would be government owned, everyone gets medical care and a sense of security by not having to worry about putting food on the table or finding money to help little Timmy who has leukemia. Mankind would actually be united towards the betterment of itself.

But little crime? Crime was already pretty high (the government jimmies the figures to cover it) and it is rising now in the coastal cities with the economic slowdown. The military now frequently patrols areas in Guongzhou.
