He's also not a fence sitter so neutral doesn't fit. I'd say he's clearly Lawful Evil. The "average" for a human being for each attribute is 10-11; 14-15 is exceptional, and 18+ is "superhuman". Going the other way, 6-7 is "poor" and 3-4 is "barely human".

His can distort reality 'if he rolls less than his Charisma, minus the target's Intelligence', meaning, the smarter you are the less likely he can distort your perceptions! (Example: iphone vs say nokia 6820, iphone looks better, costs twice as much, and does only half as much)

The guideline you mentioned hasn't been in the D&D ruleset since version 2.0. They're on version 3.5 right now (about to release version 4), and the current rules allow for extra stat points as you rise in levels.
