I saw him in like 1999, I was about 16. It was at a small venue and people still hadn't really heard of them. Toward the end of the show he encouraged all of the ladies to take the stage. With a stage full of a reasonably good looking crowd of hoes, he proceeded to instruct them to strip from the waist up. Most agreed and he was left with a stage full of dancing, topless, barely legals.

In any case, the picture is taken out of context, so there's no way to know for sure without more information.
