We love to watch people who are at the top of their field fail, even if the field is something as frivolous as beauty pageants. I was talking to my grandma in Mexico a few days ago and she said that during Halloween these two guys dressed up as military personnel. Well needless to say, the narcos suspected them of being real soldiers and gunned them down. And this happened in what used to be a relatively peaceful town a few years ago.

I'm not suggesting we start handing out crack pipes at the 7-11 but I'm also not stupid enough to think that prison will stop these people. If people can make large sums of money doing something illegal then by god they will do it. The gangs will just be more willing to kill the worse the punishment so I'm not quite sure in what magical fancy world that this is helping.The solution? Hell if I know, but I can tell you the current method isn't exactly working out too well for anybody.

If you can legalize it a government can then issue controlling distribution of it. This empowers a system of treatment, patient access and curtails the black market considerably. The main argument is it removes the criminal "name" from the victim and gives them an opportunity to seek help. In the current system none of the above options are valid as the risk of legal involvement and the added risk of employers finding out is to great.
If you think this can't work then remember alcoholism and its treatments. The only difference is that heroine is not available from a 7 -11, you have to get treatment in order to get the supply, for little or no cost! Over 15 years this will almost dry up the black market thus reducing social and forced access and addiction. Then you will see a big drop in the number of addicts which in turn continues the cycle of drying up the market.
It works, it works on alcoholics and prescribed drugs and has done for decades and every government knows it. They don't want it because it empowers addicts and gives mayors and cops nothing to boast about. The point for negative consequences is as a deterrent and punishment of a crime, yes. But rational people aren't sitting at home going "gosh, if there wasn't laws against murder I'd totally off Mr Jenkins down the street." Stigmas against outright murder for no reason is a cultural universal. And no, not all people are always deterred by punishments. Hence why there are crimes of passion.
On to your 'point' about mexican crime and drugs. Yes, the reason for drug crimes in Mexico is drugs! Big freaking shock. But see the root cause of this is that these drugs are prohibited in such a way where drug cartels are willing to kill people over them. If to these drug runners less costly to kill a man and continue on then obviously they will. This goes back to me saying the war on drugs obviously has some issues and needs to be retooled.
