Who is responsible for Automated Telemarketing?

aquestions.com — I must get about 15 telemarketing phone calls a day at my office and about 10 of those now are automated telemarketing, "hey this is John" hold on the line for a representative...some bull crap about credit or some of cockamamie excuse not to hang up the phone. Heck I understand the political one's but now its getting out of control.
