The people on that salary listing, in most likelihood, have been working for the city/county for a long time and have gotten progressive pay increases as time goes by. Senators make a little over 6 figures (about as much as a transit cleaner in SF, apparently) and even the President only gets $400K - nothing to sneeze at but pathetic compared to the salary of any upper management suit at an even moderately successful private corporation. Government jobs typically have lower pay than the private sector, often substantially, but with great benefits.
A fairly small proportion of our national budget goes to paying salaries. If you want to look for excess spending, look no further than the few hundred billion dollars we spend every year on a military that hasn't been sent to a declared war since WWII. I'm not saying we need fewer troops necessarily, but we are currently dropping many many billions into a new fleet of F-22s when we already have F-15s that give us absolute air superiority over any enemy we have any chance of engaging in a conventional war with. DARPA gets billions to play with, handing out private R&D contracts that almost never come to fruition so that defense contractors can take the completed portions of research, apply them to other projects and then bill us again for the technology. Obviously your idea of "decent" is far different from mine. My rent was $1400 a month, and that was with a roommate ($2800/month for the two of us). It was a 2 bedroom, 1 1/2 bath, in North Beach, which may be considered a good place but certainly not the most expensive neighborhood, nor was it a plush apartment. Have you ever actually rented in San Fran?

- sulayman, on 06/15/2009, -7/+30You're kidding, right? Both the BART and Muni train lines are kept pretty damn clean. BART has some staining issues, but that's mostly because they stupidly opted for cloth upholstery and carpets. Hard to clean those. Otherwise, they're great. No graffiti, no trash on the floors, no real messes of any kind. And the stations are practically immaculate compared to other major metro transit stations I've seen. Even the BART tracks are somehow kept litter-free (though I have no idea how).
