This wasn't enough for the police though. The people who run Craigslist were harassed repeatedly by law enforcement officials to do something more and it was never going to be enough for them.

Consenting adults should be able to do with one another what they will. Prevalence of STDs does not determine if sex should be an illegal act. However, STDs certainly would be a valid reason for regulating the sex trade if the industry is unable to self-regulate.
Contracting STDs is a risk whether or not you have sex with a prostitute or anyone else. As you said, there may be a higher incidence of STDs among prostitutes, but no one forces a John (or Jane) to have sex with them. Last time I checked, those juces get into more places than on the condom. And it's proven that sex workers have a VASTLY higher rate of infection for these diseases that goes undiagnosed until much later.
