The whole story is quite intriguing, because much evidence seems to point away from North Korea.
- The Swiss manufacturer of the security ink could easily check if their ink is used, but they decline to comment. Why?
- Until now only $50million have been found in supernotes. However a new 'Intaglio' printing press would be much more expensive!
- North Korea never managed to pay off their own old printing press, as a result the German manufacturer stopped it's service contract and the press is out of order. Therefore NK has their own currency printed in China.
- Only a small number of those presses exist and they are all registered with Interpol. The only press of which it is not clear what it is used for belongs to the CIA, this seems to be well known in the high security printing industry. - vuke69, on 01/14/2008, -23/+85"4x3 metres"

You could go to Congress to try to get the funding (possibly exposing your operation to government scrutiny, or having your request denied), or you could simply print your own. In the process, you make the counterfeit bills look slightly differently, so that they can be identified. Then, after you spend the bills you can look for them and seize them again. Thereby carrying out your operations without having to actually pay for them.

I'm a banknote collector and used to work in the cash office of a large supermarket chain, so you could say I know our money very well. The counterfeit notes were easy enough for me to spot due to the wrong spacing being used to print serial numbers, and the lack of embossing on a clear window, but aside from that, they were very good. However, they weren't very durable, and were easy to tear. Again, they used $100's, since the ROI is better, but the notes are uncommon so people spending them will be remembered well.
