My question is "How is this the Dutch outsmarting the USA?" There's some implied words in there, it really could be read as "How is this (article giving an example of) the Dutch outsmarting the USA?" Which means I am expressing disbelief that this article shows an example of the Dutch outsmarting the USA. There are a lot of New York firms that clawed back bonuses two! That's a lot of people THEY lost to foreign owned firms. It's not like there wont be any big signing bonuses available!
