The only reason paypal doesn't do business here is because the Philippines is a High Risk Fraud Country. Whay does it have that tag? because you are brown? Then why is paypal in Malaysia? Last time i looked, they didn't have white skin, blond hair, and blue eyes.
The philippine banking system needs reform.. Increase transparency, and clamp down on instances of fraud. A national ID system and diligent govt watchdog agency looking out against laudering and fraud would help.
